The parable of those who spend their property in the way of Allah is as the parable of a grain growing seven ears (with) a hundred grains in every ear; and Allah multiplies for whom He pleases; and Allah is Ample-giving, Knowing
(As for) those who spend their property in the way of Allah, then do not follow up what they have spent with reproach or injury, they shall have their reward from their Lord, and they shall have no fear nor shall they grieve. {Quran Chapter 2: Verse 261 ~ 262}
Background
The people of Iraq continue to suffer, enduring harsh conditions within their home country. Hundreds and thousands of families have been forced to flee their homes: they live as destitute refugees within their own country. This project aimed to help some of those families along with other poor and needy families by distributing food baskets during the month of Ramadhan 1429 Hijri (2008).
IRAC distributed food baskets to 3,329 extremely needy families during the month of Ramadhan in five Iraqi cities. The distribution took place in the cities of in Karbala, Najaf, Al Kut, Basra and Baghdad.
This project did not eliminate the suffering of those families; it ONLY gave the people a glimmer of hope during the days of fasting.
Funding for this project came from the Lady Fatemah (a.s.) Charitable Trust, (LFT) based in England.
Implementation
At the beginning of the month of Shabaan 1429 Hijri, IRAC approached LFT about a project to fund the food distributions for needy families during the month of Ramadhan.
IRAC prepared a distribution strategy, identified the cities to be included in the project and selected the items to be included in the Food Baskets. Due to the high temperatures, and the limited electricity, it was unsafe to distribute quantities of meat to families. IRAC decided to give 10,000 Iraqi Dinars in cash with each food basket, so that the families could purchase meat, chicken or fish, in small quantities, to be eaten immediately on the day of purchase. Another 5,000 Iraqi Dinars was decided to be given in cash with each food basket for the families to get some sweets for their children, mostly orphaned.
The purchase of items started in two phases. First phase was during the beginning of Shaban and the second phase was during Ramadhan 1429 Hijri when the items' prices were higher.
This year IRAC decided to give each family with 7 or more members TWO Ramadhan Food Baskets. Families with 2 - 6 family members have got only one Ramadhan Food Basket.
The project manager selected reliable representatives to select eligible families who should receive food baskets under this project. The main focus was on needy families, IDPs {Internally Displaced Families}, families with large number but with low income, widows and orphans, elderly families, sick and/or disabled families, and so on. In Karbala 19 people, in Najaf 8 people, in Al Kut 10 people, in Basra 5, and in Baghdad 4 people were involved in the distribution.
In each of the five cities, IRAC received 2-3 quotes for each of the items to be included in the Food Baskets. Final decisions were based on the lowest price for high quality.
IRAC staff prepared a computer database of all the selected families. This database was used to ensure there were no duplications of names.
LFT noted that some of its funding was specifically for Saddat families. Therefore, in the database, families were recorded as Saddat or as non-Saddat.
IRAC staff collected the foods from the suppliers, repacked them as it fits the needs of this project, and then delivered them either directly to the beneficiaries, or to distribution points. In Karbala there were 5, in Najaf 2, in Al Kut 4, in Basra and Baghdad 1 distribution points.
The plan was to distribute 1,500 Food Baskets in Karbala, 500 in Najaf, 500 in Al Kut, 250 in Basra, and 250 in Baghdad, making a total of 3,000 Food Baskets. In the end a total of 3,329 Food Baskets were distributed; Karbala 1,813, Najaf 496, Al Kut 500, Basra 270 and in Baghdad 250.
Beneficiaries
The project assisted 3,329 desperately poor families in four Iraqi cities. The total number of beneficiaries was 16,889 poor persons.

Food Baskets
The Food Baskets were almost identical in each of the four cities. Each Food Basket weighed 23 - 25 kg depends on whether the family prefers to buy meat (1.25 kg) or chicken (2.50 kg) or fish (2.00 kg). For the sweets the IrqD gets at least 1kg of dry sweets or 0.5 kg of Baqlawa. A typical Food Basket included the following:
